s not finalised? Or worse, what if it hasn’t even been decided yet?

The first question to answer in this situation is: why?  We all search for bidding utopia when a solution is beautifully developed and defined before the bid response period starts so all the writers need to do is articulate the well developed features and clearly understood benefits within persuasive. If bidding utopia exists, it is certainly hard to find!

The real world scenario is for the solution to still be being developed alongside the response deliverables with the client’s RFT and specification helping to define and scope the solution. With the time pressures of every bid/ tender, the additional time required to procure suppliers and build the delivery schedule drives every professional to continue to strive for that place called Utopia.
